In order that the evidence tendered by Mr.

Badeley might be formally considered I directed the Committee of the Executive Council to re-open the case in order to admit and consider it. I now transmit copy of the report, with notes of evidence of the Committee, together with the advice tendered to me thereon by the Executive Council. I concur in this advice.

I was Colonial Secretary in 1905. I have no recollection of signing any permit for the occupation of Crown Land at Cheung Chau by Sergeant Ingus.

have occupied Cheung Chau Police Station since the date of open- -ing it in 1899,
